Yes to both. Every submission undergoes double-blind peer review, and all published articles are free to read and download with no subscription or paywall.
No. JMLPH charges no article processing charge, no submission fee and no publication fee. Publishing is free for authors, and reading is free for everyone. The journal is funded by ARETION Publishing Group and its partner institution rather than by author payments.
All articles are published under the Creative Commons Attribution 4.0 International licence (CC BY 4.0). Readers may read, download, copy, distribute, print, search or link to the full text, and reuse it for any lawful purpose, provided the original work is attributed.

Initial editorial screening usually takes five to seven working days. Peer review typically takes three to four weeks depending on reviewer availability, and an editorial decision normally follows within one to two weeks of the reviewer reports. Authors are notified if a manuscript is delayed beyond these times.
Submissions are made through the journal's online portal at https://jmlph.net/index.php/jmlph/about/submissions. Upload a blinded manuscript with no identifying information, a separate title page listing all authors with affiliations and email addresses, and any supporting documents such as ethics approval. Submission is open year round.
Published articles carry Crossref DOIs under the prefix 10.52609 and are deposited in the PKP Preservation Network, with additional coverage through LOCKSS and CLOCKSS.
